The location of this facility on its site is a key component of its success. By carving the building into an existing hillside the 4-story structure only presents a 2-story face to the City Hall which shares the site. This preserved views from the City Hall to a front range of mountains while all 4 floors of the new facility are provided with dramatic mountain views as well. The use of the hillside also allows for grade level entries onto 3 of the 4 levels simplifying separation of staff, public, & secure circulations.
